In terms of energy conservation and emission reduction, our state has set a goal that by 2020, CO2 emission for unit GDP would have been cut by 40 to 45 percent compared with that in 2005.   At the end of May 2010, the National Development and Reform Commission and other 11 departments jointly issued Opinions on Promoting the Development of the Remanufacturing Industry. In this document, construction machinery impressively appeared in the key fields, such as automotive engineering machinery parts and machine tools that could promote the development of the manufacturing industry. On June 11, on the manufacturing technology and experience exchange meeting held in Beijing said Xie Zhenhua, Deputy Director of the National Development and Reform Commission that our state would support key remanufacturing projects by making use of investment within the central budget and a variety of other measures and expand the scale of the remanufacturing industry. Professional restoration, mass production, and resemblance to new products in quality and performance are three key words for remanufacturing, indicating that remanufacturing is a high-tech and also has industry threshold. Xu Binshi, academician of the Chinese Academy of Engineering and famous surface engineering and equipment remanufacturing expert said that the scrapping of machinery equipment resulted from the failure of individual components. Such a failure was usually caused by the local surface problems, such as corrosion, friction and wear, fatigue crack. Of course, the surface technology is not just a surface treatment technique, but also incorporates engineering technology, composite technology, nano technology and automation technology, called remanufacturing technology in a general name.   The remanufacturing industry steps into the new areas of low-carbon economy
  For old and useless machinery equipment, direct scrapping or maintenance and repair of seriously damaged parts so as to extend the service life of the equipment (dismantling of usable parts for the reassembling of second hand equipment) are adopted. However, the two choices are not good idea. The former is straightforward, but is blamed for waste without considering the resource and energy usage efficiency, while the latter although conserving resources significantly reduces the safety factor. An alternative can solve the problem-remanufacturing. Figuratively speaking, after a gecko breaks its tail, it will grow a similar tail within more than ten days, which is the regeneration function in a biological sense. Old and useless car parts, engineering machinery, and machine tools after the specialized repair process of the mass production can achieve the same quality and performance as those of the original equipment, which is remanufacturing in the industry. Compared with the manufacture of new products, remanufacturing can save energy by 60%, materials by 70%, and cost by 50%. Remanufacturing almost generates no solid waste, so air pollutant emissions are reduced by 80% or below. Furthermore, remanufacturing helps create the model of "resources - products - waste products - manufactured products". In this model, the energy resource is close to "zero waste", so remanufacturing is the advanced form of circular economy "reuse."
